Yes, and this is one of those prep steps that makes or breaks the result. Iron and mineral staining from well water needs a stain-blocking primer applied directly to the affected surface before topcoat. Standard latex primer won't seal it. The stain bleeds back through a new coat within a season. We treat the stained areas with an oil-based or shellac-based stain blocker, let it cure fully, and then coat. It's a longer prep step, but it's the one that keeps a clean ceiling looking clean a year from now.
If the texture is tight to the ceiling and not crumbling or loose, we can paint over it. We'll check at the estimate. If sections are lifting or coming away from the surface, we'd want to address those areas first before a topcoat goes on. Painting over failing texture is a short-term fix. Painting over sound texture extends it well. We can also remove popcorn ceilings before a repaint if you want a smooth finish. Just ask when we walk the room.
